Leak in flat above (Public Helpdesk Query)

Tenant is complaining that the flat above is leaking into his kitchen.

I've suggested putting a note through the door to let them know, but we are not sure if it is occupied.

How can we progress this if there is no response within a reasonable time, i.e.

1. Can we break in to perform a fix; if so who do we need permission from
2. What's a "reasonable" response time, given that this seems to be getting more serious.
