If a tenant vacates a property without giving notice to the landlord - does the tenant retain any legal rights to access the property until the end of the tenancy.

Example:

Tenant served with S21 that expires on 17 Feb - rent paid in full until that date. We have reason to beleive that the tenant will vacate the proprty on 1 Feb. So is the tenant entitled to access the property until 17 Feb?
