damp problems

I have a lot of condensation on the 3 bed semi that I let out. It seems to have a damp course, since I can see injection holes at about waist high on the outside walls. However, the outside ground at the front and back is waterlogged. This seems to be a problem in the area. Does anyone have any ideas how to deal with this? Has anyone heard of the Schrijver System of controlling damp, and is it very expensive?
Would like some advice. Many thanks.
