The local authority housing benefit caseload fell by 6 per cent in the year between November 1999 and 2000, according to latest statistics. As at November 2000 it stood at 3.9m cases.

A challenge to the introductory tenancy regime which allows local authorities to take tenants on a 12 month trial basis has failed. Two tenants of Bracknell Forest District Council had claimed the regime, introduced to combat anti-social behaviour by making it easier for councils to evict wayward tenants, was contrary to the European Convention on Human Rights.

Renting is likely to become more common over the next 20 years, according to the Association of Residential Letting Agents. It has predicted the private rented sector will grow from 11 per cent to 20 per cent of the housing market by 2020.
