Glasgow landlords challenge registration scheme - October / November 2001
Glasgow HMO landlords are up in arms about a City Council decision to charge universities less than private landlords to register their properties.
Acting under HMO legislation introduced by the Scottish Executive, the Council us demanding private landlords pay £1,700 per until to register their properties. But universities will have to pay only £300.
The council argument is that operating the licensing scheme will cost it £800,000 a year, a sum which it is unlikely to recoup. But more of the costs will be associated with private sector landlords half of whom it claims it will have to 'pursue' to make sure they obtain a licence.
Local landlords are threatening to seek a judicial review.
Meanwhile 100 HMO properties in the Haulgh area of Bolton are to be covered by a registration scheme.
Landlords there will be required to pay a registration fee of £25 per HMO room and expected to conform to good practice guidelines backed by inspections from Bradford's Environment Services department.
The scheme has been set up by the Haulgh Steering Group with representatives from Bolton Council, residents and tenants. Bolton's Private Sector Housing Unit of Environmental Services will manage the scheme.
