Queen's speech - November / December 2002
The Queen's speech to Parliament on 13 November promised that 'legislation in draft will be published to improve both housing standards and standards of management of private rented accommodation by landlords'.
Some 2,000 poor areas will be classified as 'Business Planning Zones' where planning controls will be removed.
Other measures will be intended to 'speed up the planning system', in particular county councils will no longer be able to impose county structure plans, but the draft legislation will also tighten controls of HMOs.
