'Leeds City council are currently enforcing conditions in relation to the HMO licence training requirements. As such, licence holders who have not attended the HMO licensing 'Professional Development Course For Landlords' will have their properties inspected in the new year. Any licence holders who are out of date on their compliance date for meeting the training requirements face potential prosecution with a maximum fine of £5000.'

"The RLA therefore advises that you book your place on the professional development course today. If there isn't a course available, then please contact the office on 0845 666 5000 to register your interest so that Leeds City Council can be notified you are waiting to go on a course in the New Year."

Working in partnership with Leeds City Council, the RLA offers a professional development course for landlords.

If you have an HMO in Leeds, you need to comply with the Housing Act 2004. Leeds landlords with a licensable HMO must attend a professional landlord development course in order to satisfy the Leeds HMO Licence conditions. A licensable HMO is one with 3 or more storeys and five or more unrelated occupants.

Working in partnership with Leeds City Council and the Leeds Landlords Accreditation Scheme (LLAS), the Residential Landlords Association (RLA) offers a one-day professional development course for landlords covering the essential elements of ‘managing a tenancy’ and ‘health and safety requirements’ under Housing Health and Safety Rating System (HHSRS) to comply with the HMO licensing condition. Other landlords with smaller HMO’s or properties to rent in Leeds are also encouraged to attend.

These courses will be run at venues in Leeds until the end of 2009. Places will be allocated on a first come first served basis, and therefore landlords are encouraged to book early. There is also a £30 discount per place for members of the RLA and LLAS.

Landlords are reminded that HMO licence conditions specify a timescale within which they should have attended a training course approved by Leeds City Council.
