I have a large house in Chester, divided in 1978 into 7 large self contained flats. They all pay their own council tax and have no shared facilities. It is 3 storey, but the top flat access is from the first floor.

They are all divided by brick walls and had extensive fire protection like lining stairs and ceilings with extra plasterboard. It is thought that they very probably meet the l991 regulations but is is possible to find a surveyor who would be able to prove this so that the local authority will exempt us from the new licensing scheme.
