In the following circumstances a Landlord sells his property to another whilst there is a tenant in place under an AST. The tenant has not been informed of this.

As a result of mail being delivered to the property in a name the tenant does not know, the tenant contacts this person because some of the mail has been opened. This person them tells the tenant that he is the new owner of the property and sends an envelop in order for the tenant to forward the mail on to him. A letter is also included stating he is now the new owner and the letter and envelop contains his address.

Would this be considered as notification of name and address of Landlord under Section 48 of Landlord &Tenant Act?
