Just put this scheme to the test and guess what, I'm not impressed.

In summary a tenant left owing about what the bond value was so you'd think all would be well since he cannot get the deposit back. Good so far and that bit works, but now I am struggling to get the bond back as well since the departing tenant will not respond to the DPS letters. Since his failure to repond is classified by the DPS as being unwiling to use the dispute resolution service I have no alternative but to go to court to secure the money. This takes more time and money, money I will not be able to recover.

I accept I will eventually get the money, but can somebody explain to me how this is a better system? In addition is there any means of bringing this scenario to light with the powers that be to try to get things changed?
