The owners of the flat below our tenants have complained fiercely about unacceptable noise. Our tenants regularly stay up late and talk until the small hours, and their voices carry down. I cannot hear them from the complainant's flat, but my wife can, and says she would find sleeping difficult. They are not particularly loud and are trying to be co-operative; but they insist on their right to talk in the flat they rent. They say that the people below are harassing them with trivial complaints. On occasions complaints have been made but the noise has come from other flats in the block.

Is there any guidance or established threshold of nuisance in general terms?

The owners below say that we as landlords are responsible for our tenants' behaviour, and must stop the nuisance. Is this true? We live about 30 minutes drive from the flat.
