These questions relate to student lets, using parents as guarantors,(no deposits held)

Does the check out inspection have to take place on the day the tenancy ends?
Is there a legal requirement to allow the tenants to be present?
What is the minimum requirement as far as informing the tenants of the time and date of the inspection?
Can the need to have the tenants present be written out in a tenancy agreement, (can the tenants Sign the right to be present away)?
Following an inspection, whether attended or not, are there any time limits to the claiming of compensation for any damage from the student parents/ guarantors.
What legisation governs the answers to any of the above questions?
