Retrospective charges in service charge

In a recent service charge I have been charged heavily for the cost of electricity for three light bulbs on timer switches in the communal hallway. When I queried the charge with the management company they justified the charge by stating that I had not been charged any electricity charges prior to this for many years, due to a supply issue.

Is the management company legally entitled to retrospectively charge electricity due to a 'supply issue'? If so, how many years prior to the charge are they permitted to retrospectively charge?
