I have a tenant with mental health issues. This is not a problem for the bulk of the time as she doesn't cause me any problems other than late rent once in a while. Unfortunately she is now refusing me the access to the property I need to carry out a gas safety check. I know I am legally obliged to do this, but what are my rights with regard to refused entry?

Can I just give 24 hours written notice and turn up with a Gas Safe fitter and do the check, along with my annual property check-up?

Does the tenant have to be present or can I let myself in?

If she locks herself in and I cannot gain access and the Gas Safety Check from last year elapses am I liable?
