Is there a regulation which says how much you are allowed to charge a tenant for electricity?

We have two consumer meters which take tokens that we sell to the tenants, I pay the electricity bill. I have just worked out what we are getting verses what we pay and we are losing out major time. I therefore need to change the programming, but need to order a reprogramming ticket to do it, whicvh is at a value that I set.

Whilst I do not want to con the tenants, I do want to cover the cost, which unfortiunately comes at a night time and day time rate from Scottish Power, but the tenants consumer meters can only charge out at one rate.
