Is the following codicil the best way of dealing with a refurbished house that is not ready for occupancy on the start date of the tenancy?

CODICIL TO TENANCY AGREEMENT FOR

..[property address] dated _____/_______/20

A full programme of refurbishment is being undertaken prior to the commencement of the tenancy at the above address. It is intended to complete the works (barring snagging issues), before 1st July 2007. However, should circumstances prevent the completion of works before the due date then it is agreed as follows:

Tenants who have previously notified they will be in Leeds during July/August 07 will be offered alternative accommodation in Ash Grove, subletting from other tenants at the rate of 50 per week per room. Utilities are not included in this price and are to be divided equally by the persons living in the property (including standing charges) for the period of tenure. Anyone choosing to take this option must pay rent for the whole period from July 1st until the new house is ready for occupancy (i.e. they cannot claim occupancy of the room for part periods/weeks). Rent must be paid on a weekly basis. An inventory for the property will be taken at the beginning and end of the period and all the tenancy terms will apply - including those in respect of damage or unpaid rent.

Tenants who do not require alternative accommodation during July and August 07 will be offered a rent rebate for the period that the premises are unsuitable for occupation. In addition, storage of belongings (excluding furniture) will be provided from the start of the tenancy until the premises are suitable for occupation.
