Water Meters

Does anyone know how we stand where we have a property where the landlord does not want to switch to a water meter but the tenant does? The tenant has spoken to the local water board who have told them that the landlord cannot prevent them from changing to a meter if thats what they want.

The tenant would save in the region of 600 per year!
