Locks on internal doors

Some of our student tenants(on a joint tenancy agreement) are demanding locks on their bedroom doors. We are not keen owing to the fire risk, and also in the past students have lost their keys orlocked their doors before returning to their family homes, thus blocking entrance for meter readers, workmen. etc. and so making it necessary for us to go round to unlock the doors.

They are saying they have 'a legal right' to be able to lock their bedroom doors. Is this correct?

What is the best way of dealing with this?
