Tenant receiving benefit but in rent arrears leaves without notice
Tenant received local housing benefit for the property but did not pay rent. Tenant left without notice or forwarding address, rent was 2 months in arrears.
Tenancy agreement ended in November 2008, tenant left in August 2008, TDPS have been informed, there are no contact details for the tenant, TDPS have still not refunded the deposit to the landlord's agent.
What rights does the landlord have to recover deposit from TDPS when tenant cannot be contacted to approve refund?
