Tenant Compensation?

Hi

I have an ongoing issue with my tenants. They experienced an intermittent loss of hot water through the shower/bath, but no impact to other hot water/heating. Investigation, fault identification and resolution took approx 3 months, as we tried out a series of repairs. A repair would work for a while, until the issue would reoccur, whereupon we tried the next most probable repair.

My tenants are now claiming that I didn't attempt to fix the issue quickly enough [even though I have a detailed action log] and are demanding over 2K in compensation. They have threatened to withhold the rent in lieu of compensation. Is this legal, and what would other landlords suggest I do next. The relationship has broken down and direct negotiation is unlikely to succeed.
