Charge for new keys

As we have had tenants not providing keys back at the end of a tenancy, we have the following clause in the Assured Shorthold tenancy agreement:

"(33) To deliver up to the Landlord or his Agent or the Inventory Clerk on the last day of the Tenancy whether on its expiration or sooner determination all sets of keys to the Property as specified within the inventory. If all sets of keys are not provided, the sum of 80 shall be paid to the Landlord to enable new locks to be fitted and new keys purchased."

I have tenants who left before the agreed checkout and did not supply all his keys back to me. Can I deduct the amount from his tenancy deposit? The tenancy agreement was signed and this page was initialled by the tenants.
