Situation: Tenants were without hot water and heating since last Saturday, British Gas came on Tuesday, ordered the part, but when they came to fit it yesterday, they needed another part which is now obsolete and they only option I have is to replace the boiler. Given the time of year and the weather, this may take another 10 days to 2 weeks, which would mean a total of three weeks.

Do other landlords know of any guidelines about offering tenants a rebate because of this situation, even though it is beyond my control?
