Housing Ben Fraud?

12 month AST ran out on 17th Dec, I had provided a new tenancy agreement with revised rent before this date. When the tenant moved in he stated that he and his 2 children would be resident, as it was his girlfriend has also been living at the flat. The original tenancy only had his name on it but I asked BOTH of them to sign the new agreement. He has refused to sign the new tenancy, declaring that his girlfriend is not resident( a transparent lie as I have liased with her rather than him over all maintenance matters) I now understand that as he is claiming Housing Benefit he has fraudulently been claiming he lives alone and this is why he will not sign new lease.
1. Is the lease still valid as it stands?
2 Will local authority hold me in any way liable for over payment
3 Should I inform local authority of his falsification
4 If i decide to cut my losses and serve notice, which approach should I use?
