Overturning judgements

My <expletive> ex-tenant was ousted on a Section 8 back in Oct 06 and I had full costs and owed rent (some 4000) awarded to me. Bailiffs turned up and he sent them away saying that he was applying to have the judgement overturned. The judge decided not to overturn it and gave him 2 weeks to bring a claim of damages against me. Tenant duly obliged and then missed his deadline to pay his application fee. I wrote to the judge and he reapplied the bailiffs warrant (dating back to Jan 07). Bailiff eventually turns up to tenant and has walked away after being told that tenant is applying to have the judgement overturned again!!! Is the bailiff being a muppet or is it really the case that tenant can string me along indefinantly?

Your advise would be most welcome, as ever.
