Tenants at a flat I manage moved in on 26 January 2007. They have not paid their gas bills or registered their name with the gas or electricity company. As a result of non payment the gas company (national grid) have removed the prepayment meter.

Now the tenants are being advised to stop paying their rent and to sue the landlord for no gas service at the property for three weeks.

Can they do this? Would a solicitor be able to take their case on and successfully sue the landlord - even if the landlord has tried to get the gas company fit a gas meter?
