Possession Court Order - What doe apply to be set aside mean?

Hello,
I have an Order for Possession on or before 5th Dec.

Does that mean the tenant has to leave today (4th) or by midnight on 5th?

A note on the order says "Within 14 days of its being served, either party may apply for it to be set aside or varied"

Does this mean the tenant has until then to try to have the date amended?

Also, when do I instruct bailiffs if they haven't departed?

Thanks for your help - I need them out and the property turned around asap to get the cash rolling again!!!
