Tenants signature not witnessed on AST - is document still legal?

Frequently tenants don't bother to have someone witness them signing the AST agreement (RLA standard one) and I have to chase them for a re-signature that's witnessed. Is the witness required to make this a legal document, or can I accept it without the tenant's signature being witnessed?
