morning hope you can help

I have a tenant that fell into rent arrears two months ago. I issued the first warning letter and last month the second. the tenant gave me some of the outstanding rent last week ( less than a third owing) and stated all outstanding would be paid yesterday but no show!. the tenancy ran out yesterday

I was going to issue the notivce 8 but with payment started i with held. what should i do know as I have never experienced this before whilst renting . The tenant wants to stay and has asked for ne tenancy but I have stated that they need to clear the arrears before i make that decision. What guidance can you offer please
