Rent Increase

Is it necessary to use the rent increase form as set out in the document produced by the RLA, which points out that the tenant can go to a rent assessment committee if they don't agree with the increase? Can't I just write a polite letter referring to the relevant section of the Housing Act and letting my tenant find out for herself what rights she has? I don't really think she'll object as the current rent is slightly below average for the area and has not been increased since she moved in over two and a half years ago. What do other landlords do? Thanks
