Rent reduction - what's your opinion please

I have a tenant in a ground floor flat which has been affected by a leak from an upstairs flat. I am in the process of having the room redecorated and re-carpeted but the tenant feels that he should have a reduction in his rent as it has taken a few weeks to get the leak from upstairs sorted and then to get trades to quote for decoration etc. The room affected is the dining room so its not a primary living area.

I dont feel obliged to offer a reduction but would appreciate opinions
