Ending a regulated tenancy

We have aquired a property with a long term tenant with an old style regulated tenancy/regulated rent. She is a pensioner and her rent is paid by the local authority. The property is in a selective licencing area and requires substantial refurbishment. She is quite happy to move to one of our other properties while the work is carried out. She has also asked about a new tenancy agreement with our company but we realise that this is not straightforward.
Can she terminate her regulated tenancy voluntarily and enter into a new agreement? How would such a change affect her housing benefit?
