Energy Efficiency Rating for rented properties

I understand that EER's are required from 1 October for new tenants not exisitng tenants in rented properties.

I have 3 houses which I let as houses in multiple occupation. They are not required to have licenses. They comply with all current regulations but I am unsure how to proceed after 1 October.

If one person leaves and I find a replacement person to house share with existing tenants do I need to have an EER for the property and give the new tenant a copy?
