BT Landline connection - who pays?

When my current tenant moved into my new-build house he paid BT 150 connection fee for his phone to be connected, even though the physical line was installed into the premises. This tenant is now moving out, but is asking for the 150 connection fee to be refunded on the basis that it would normally be a landlord's responsibility to pay connection fees, because subsequent tenants will be able to use this, and have a BT phone/landline without paying for the connection fee.

Is the connection fee thae Landlord's responsibility? Should I refund the current tenant as he moves out?
