Cable company wayleave agreements

One of my tenants has had Virgin Media install a cable to her flat. The company had said they would send me the paperwork but didn't, but went ahead anyway and installed the cabling without my agreement. I am not sure how they could do this without my permission as I thought they needed a signed 'wayleave agreement' before doing anything? My main worry is what rights the wayleave agreement gives the cable company with reagard accessing their cables in my property? What would you advise or am I just making a big issue of it??
