Witholding rent

Hi, In one of my properties the boiler broke down and the tenants informed me two days later on a saturday. I went to site and told the tenants that it should not be used until inspected by a qualified engineer. My heating engineer went to repair the boiler on the following monday but found that the boiler had to be replaced. A new boiler was obtained by the thursday and my engineer installed it the following Monday due to other work commitments.

The tenants have told me they will withold half a months rent for the inconvenience.

Is it reasonable that they withold any amount and if so what proportion?

If I demand the full rent and they take legal action, are they likely to succeed?
