Selective Licensing Scheme in Margate

We have properties in the Cliftonville area of Margate.
Thanet council have just announced that they are imposing a selective Licensing Scheme on a certain roads in the area.This is supposedly to improve the area and reduce anti-social behaviour.
They are to charge us 525 per property for a five year licence.
Home owners and registered social land lords won't have to pay.
They do not say what measures they will take to improve the area and deal with the anti-social behaviour, nor do they give any indication of how the money is to be spent.
The area has indeed become very run down and good tenants are hard to find. rents have dropped a lot and it's hard enough to break even on the properties, so this extra tax will be a huge burden.

We are trying to appeal. Have you any suggestions? Are there similar Schemes elsewhere?
