electric cooker issue

Hello
A coil electrical element/plate has gone on the electric hob, through normal wear & tear (I guess). Is it the tenants responsibility to replace this (as with a light bulb) or the landlord's?
Is it a job that can be done by a oneself or does it legally require an electrician?
