The council sent us a questionnaire with a view to ascertain HMO status of one of our property. I made it clear that it it a two story property converted into two completely self-contained flat only sharing about 8 ft communal area leading to the front door. Inspectors insisted visiting. At the inspection they admitted they did not think the property to be HMO but pointed out other possible issues like fire alarms, fire doors etc(the could not actually gain entry to the flats on the day - they are coming back next week)

I asked them what initiated the visit, did somebody complained or is it a random visit. They said they had power to check any properties to improve the housing stock. I found that answer very unsatisfactory.In that case you are going to need 100s of inspectors to check our portfolio alone (we have 100s of properties). I protested they are wasting our time and public funds. I feel the harassing our company.
