I have received an application for the tenancy of a normal 3 bed terraced house which I normally rent out to a family or a single person.

The application is from 4 adult immigrants working locally, 2 are brothers but the other 2 ( one male & one female ) are unrelated. There is ample bedroom space in the property for 4 adults.

Would this type of household need to be registered as a HMO although the house is not 3 storey.

There would be "3 or more tenants, who form 2 or more households", which is mentioned in HMO rules.

Any Help would be appreciated
