housing benefit officer

hello, i had a housing benefit officer phone me at 11.46 am today 3/03/09. she asked me to fax copies of the tenancy agreement and the end of tenancy notice for a couple that i rent too. i gave them notice on the 6th january 2009 for abusing the property, this was last resort after 6 months of warnings and monthly checks on the property and when nothing changed i gave them notice. i have now recieved this phone call asking me for these documents, do i have to provide these documents?. as far as iam aware the couple do not get housing benefit therefore i do not understand why housing have got involved also the tenants are meant to be moving out on thursday this is what their new agent and themselves have said?.

do i need to send the documents?
is it against the law to not provide them?
