Building insurance and fire escape

The headlease our building has is over 25 years old. The lesees are being asked to pay about 30K in the service charge for repairing the fire escape as apparently insurance will not be given for the building. However, the fire escape affects only the two top flats. Is a fire escape mandatory in all buildings or not?
