Utility pre-payment Meters??

Hi. I have a new tenant and between us we are deciding whether to change to pre-payment meters from the usual Direct Debit form of payment. A few queries:
1) Our utility company has quoted about 150 to change both over plus they say that the gas and electricity will be a lot more expensive. Apparently Ofcom has recently said that this is unfair and that the cost of this gas / electricity should be the same........afterall they're paying in advance of useage.
2) it's quite a lot of money to fork out to change over but I have just had a previous tenant who left the property without paying ANY utility bills and it's taken ages to get the utility companies to stop writing to the property. It also left me thinking whether I should clear the utility bills out of the deposit money I'll get back or not?
All very complicated (regarding old tenant) but these new tenants are really nice people, seem to look after the place and are on benefits so don't like Direct Debits etc. Any thoughts? .............. thanks
