i have a back to back terrace accommodation, Cellar, living room, kitchen, two bedrooms and bath/wc. Including cellar there are 4 floors. The property is let to two girls on one joint and severally liable tenancy.

Leeds City council are telling me this is an HMO and dictating i need to install smoke/fire alarms connected to all floors and fire doors to ALL rooms. And quick release opening restrictors to all windows on first floor. And a new external door to PAS24-1 as opposed to a FD30 firwe door that is fitted. with a 5 lever lock.

Any clarification would be appreciated
