Replacement of Light Bulbs

The tenants have asked to up bright bulbs in all the rooms,landing,outside in the drive way and garden, which I have done with the energy saving bulbs. They requested for a lamp for extra brightness in the girl's study which I refuse to help.They entertain lot of guests so lights are on right till midnight. This bright light is also used as nightlight in the landing(some phobia :)) so my concern is that this will,under wear & tear,blow off the bulbs more often than normal use.
My query is mainly: Is the landlord responsible for changing each bulb blown out?
