changing of meters to pre-payment

This week the meters were exchanged in my property without my permission. the supplier said - "When a customer falls into arrears and requests to pay off the balance through use of pre-payment meters we will arrange to replace the credit meters; this was arranged with the tenant on the 18/03/2010" I had a court eviction order for the tenant to go, when the builders were working in the house the engineer gained access and changed both meters without my knowledge. now they refuse to change back until I pay 100 for the meters and a 800 bond .

I would like to know if it is legal for a supplier to change a meter in a house known to be rented, with the permission of the tenant only, without gaining the permission and knowledge of the property owner?
