housing benefits overpayment

i recently recieved a letter from housing benefits who pay the rent directly to me saying that as my tenant had not declared to them that her young son had started work they had been overpaying me since may 2008 and that they were taking back this amount by deducting 10 per week from my rent. surely should they not take the money from my tenant are they within their rights to do this, it seems unfair to me. Any thoughts would be appreciated.
