Leasehold fee for registering change of sub-tenant

I own a 2-bedroom flat under a 99-year leasehold agreement, recently extended to 150-year. I have the freehold landlord's permission to let the flat, and under the lease agreement (dated 1989) I am obliged to inform the landlord of any change of sub-tenant occupying the flat and to pay "a minimum fee of Fifteen pounds (15.00) and such additional reasonable fee for each such registration as the Lessor may from time to time prescribe plus Value Added Tax".

The Lessor is demanding 120 (presumably 100 + VAT) and I am maintaining that this is not a "reasonable" fee for a negligible task. In the 15 years that I have owned the flat, I have not paid any fee.

Am I being "reasonable", and if so, what would be a "reasonable" fee?
