Rent Increase to cover increased overheads

Can I increase rent or admin fees even though tennants have signed 6 month agreements stating a rent figure?!

I rent a house to young professionals; they rent a room and I use the rent a room agreements. I have been doing this for a couple of years and it's the first time this issue has cropped up.

Basically my tennants are saying that its my responsibility to change lightbulbs in the shared areas. I am willing to arrange for an electrician to change the bulbs but I predict this could be relatively costly especially as the housemates tend to leave the lights on in the shared areas. Therefore I want to either raise their rent slightly or add on an admin charge.

I would therefore like to increase rent to cover this cost
