Dispute With Freeholder

My Freeholder has blocked an insurance claim at 3 flats of which i am the lessee stating amongst other things the premiums on the policy have not been paid (as they are the subject of a separate legal dispute) and using other clauses within the lease to state their policy should not be being used for the claims
The Insurance assessor and The insurance company were going to pay the works done today (nearly 11,000) and i now find myself in a real mess as the bills are not going to be paid.
2 of the flats were vandalised and the other one flooded as a result of the vandalisation - how can the freeholder behave like this?
I have lost 3 tenants, 2 months rent for each and now i cannot settle the builders bills
