Washing machine problem with tenant

Tenant reported the washing machine was broken but it was found to be blocked with child’s sock, coins and lollipop sticks and is refusing to accept responsibility, saying the machine is "old". They have been using it for 3 years, and this is the second time in 6 it has been blocked this way.
The first time I showed them the bag of items removed and presented the bill for the repair, they said it was not them and refused to pay.
This time they recognised a sock as their son's but sitll say the machine is old. There was coins and lollipop sticks again.
I am inclined to refuse to put the machine back a second time unless the meet the cost of repair, as I can see this becoming a regular occurrence.
I have repeatedly explained that they must empty pockets and put small things etc. in a bag, but I am wasting my breath.
Where do I stand legally?
